On December 21, 2024, Dynaflow was invited to participate in the second Qingqing Forum, where it delivered a keynote speech and attended the signing ceremony of the Ocean Intelligent Equipment Innovation Consortium. The second Qingqing Forum was grandly held in the West Coast New Area of Qingdao, hosted by the China Ocean Engineering Research Institute (Qingdao) and the Tsinghua University Ocean Engineering Research Institute.

The Qingqing Forum, supported by the Qingdao Municipal People's Government, Tsinghua University, and the China Ocean Development Research Association, focuses on the combination of Tsinghua University's advantages in large-scale engineering and the ocean science and technology industry and application scenarios in Qingdao. It emphasizes the exploration and practice of an integrated innovation complex for ocean intelligent equipment R&D and industrialization, aiming to create new capabilities and productivity in the field of ocean engineering technology. The second Qingqing Forum, taking the unveiling of the Ocean Energy Industry Technology Innovation Strategic Alliance and the establishment of the Ocean Intelligent Equipment Innovation Consortium as an opportunity, promotes the integration of large-scale engineering, R&D industrialization, and government-industry-academia-research-application collaboration, exploring the efficient integration of mechanism innovation, management innovation, and technological innovation, and promoting the innovative development of ocean intelligent equipment and unmanned technology.

The Ocean Intelligent Equipment Innovation Consortium is an industrial innovation ecosystem built based on the "five-pronged standard" of R&D industrial integration, platform-based market development, diversified equity relationships, differentiated win-win cooperation, and park-based service support. It brings together high-tech enterprises with advantages in high-end intelligent equipment and unmanned technology, and talents, to achieve brand empowerment, R&D industrial integration empowerment, market development and operation empowerment, support service mechanism empowerment, and mutual assistance and integrity mechanism empowerment. It focuses on major needs in the field of ocean engineering and strives to create an integrated innovation engine for ocean intelligent equipment R&D and industrialization, serving the national strategy of building a strong maritime power.

Sui Junchang, Director of the Ocean Development Bureau of Qingdao West Coast New Area, presided over the opening ceremony. Zhang Jianmin, academician of the Chinese Academy of Engineering, director of Tsinghua Ocean Engineering Institute, and director of China Ocean Engineering Institute; Feng Xiating, academician of the Chinese Academy of Engineering and president of Northeastern University; and relevant officials from the Qingdao Municipal Ocean Development Bureau, Qingdao Municipal Bureau of Science and Technology, Qingdao West Coast New Area, Qingdao Pilot Free Trade Zone, and Dongjiakou Economic Zone, as well as over 200 experts and scholars from more than 40 universities and research institutions, representatives from central and state-owned enterprises involved in marine affairs, and representatives from more than 30 high-tech enterprises attended the forum.

Qi Yongzhan, member of the Party group and deputy director of the Qingdao Municipal Ocean Development Bureau, and Party secretary of the China Ocean Engineering Institute, extended warm congratulations on the convening of the forum. He emphasized that the ocean is a strategic area for high-quality development. In May this year, during his inspection of Shandong, General Secretary Xi Jinping pointed out that it is necessary to leverage the unique advantages of abundant marine resources, develop marine resources, and strive to become a strong maritime power. The CPC Qingdao Municipal Committee and the municipal government have always kept the General Secretary's instructions in mind, adhering to the guidance of technological innovation in the construction of a modern marine industrial system, accelerating the cultivation of new marine productivity, and striving to build a highland for the development of a modern marine economy. The establishment of the Ocean Energy Industry Technology Innovation Strategic Alliance and the Ocean Intelligent Equipment Innovation Consortium is an important practice to promote the deep integration of technological innovation and industrial innovation. Qingdao has abundant marine resources and a complete range of marine industries. We will continue to optimize the business environment and strengthen policy guidance to provide a broader application scenario for marine technological innovation and transformation, and provide better service guarantees for marine industrial development. Zang Haoyu, member of the Standing Committee of the District Committee and deputy district head of the Qingdao West Coast New Area Working Committee, extended a sincere welcome to the guests attending the forum. He pointed out that the Qingqing Forum, focusing on the combination of Tsinghua University's advantages in large-scale engineering and the ocean science and technology industry and application scenarios in Qingdao, represents both Qingdao's capabilities and future direction, and also meets national needs. Zhang Jianmin, academician of the Chinese Academy of Engineering, director of the China Ocean Engineering Institute and Tsinghua Ocean Engineering Institute, extended a warm welcome and heartfelt thanks to the guests. He pointed out that innovation, collaboration, and unity are the three keywords of this forum. The innovation strategic alliance and innovation consortium aim to drive technological innovation through mechanism innovation, through cross-disciplinary, cross-field, cross-departmental, and cross-professional collaboration, and through the integration of upstream and downstream industries, to build a collaborative development and joint innovation industrial ecosystem, solve the bottlenecks restricting the development of ocean energy and ocean intelligent equipment industries, achieve full industrial chain integration and innovation, and form an innovation strategic alliance and innovation consortium with complementary advantages, shared interests, and shared risks. AI + Lights-out Laboratories

Chi Haipeng, chairman of Dynaflow, delivered a keynote report on ocean intelligent equipment and unmanned technology. He talked about how AI + Lights-out Laboratories can automatically complete sample testing tasks according to preset technical routes. It also has self-learning and self-evolving capabilities, quickly assisting scientists in completing scientific research services. In certain specific scientific research scenarios, AI + Lights-out Laboratories can achieve the results equivalent to two years of work by a researcher in one day. 
 

Finally, Academician Zhang Jianmin, director of the China Ocean Engineering Institute and Tsinghua Ocean Engineering Institute, expressed his heartfelt gratitude to all the representatives, guests, experts, scholars, and friends who attended the forum.

CIOE is committed to promoting innovation in marine intelligent equipment and unmanned technology. Subsequently, for excellent enterprises joining the innovation consortium, it will promote integrated empowerment in five aspects: brand, R&D industry, market development and operation, service support mechanism, and mutual assistance and cooperation integrity mechanism. Taking the strategic alliance and innovation consortium as a starting point for restarting, the future will achieve broader and deeper cooperation and win-win results, effectively serving the national strategy of a strong maritime power.
